Losing O'Neill was a blow for Blackburn, with the 56-year-old guiding his side to Championship safety, and he has since explained COO Suhail Pasha "did everything possible" to convince him to remain at Ewood Park.
The former Rovers boss also added: "I just felt that it wasn't the right thing for me to step away from the Northern Ireland job more than anything else. As attractive as the Blackburn situation was, I just felt that I wanted to continue in this role.
"Obviously the opportunity to try and develop the team further and get to a major tournament is something that I think would probably supersede anything I could do in club football. That was a big factor in it, and the IFA were really positive about extending my contract, which I'm grateful for."
Pasha & co have already identified a number of managerial targets, and talks were opened with former West Ham United boss Slaven Bilic last month.
However, in a surprise twist, an approach has now been made for a manager who is very experienced in the second tier.
According to reporter Alan Nixon (via Football League World), Blackburn have been in contact to hire former manager Tony Mowbray, with talks to bring Bilic to Ewood Park breaking down, as the Croatian is asking for a very large settlement in the event of him being sacked.
Of course, Mowbray spent five years at Ewood Park between 2017 and 2022, so he is a familiar face, while he was also lauded for the "fantastic" job he did at Sunderland by journalist Mark Douglas.
Most recently, the 62-year-old had a brief spell at West Bromwich Albion between January and April 2025, but he has now been out of work for over a year.
That said, the Saltburn-born manager is vastly experienced in English football, winning a whopping 195 Championship matches, and his previous exploits at Ewood Park offer plenty of encouragement, leading his side to promotion from League One in 2018.
It would be a little surprising if Mowbray were to return to Ewood Park though, after not being offered a contract extension following the 2021-22 season, despite securing an eighth-placed finish in the Championship, at which point he said: "All I can do is say that there's been no conversation, no approach, no discussions and we're a week away from the end of the season, so what do you want me to think?"
"I don't feel like I'm being disloyal saying anything other than it looks like I'm leaving because there's no contract discussions and I'm out of contract at the end of the season.
