NBA owners are set to vote on a revised draft lottery proposal that would significantly reshape how lottery odds are distributed across the league.
According to reports, the proposed “3-2-1” model would flatten lottery odds among non-playoff teams while also including play-in participants in the system.
Under the proposal, the three worst teams would each receive two lottery balls, teams ranked fourth through eighth would receive three, and all 16 lottery selections would be fully drawn.
The changes are designed to reduce incentives for tanking while also preventing the league’s worst teams from dropping lower than 12th overall in the draft.
Commissioner Adam Silver would also reportedly receive expanded authority to punish tanking through draft positioning or lottery adjustments.
